Had this happen to an Olympus camera once and discovered that it was some dirt stopping the lens from coming out when camera was switched on. I held the camera with lens pointing downwards and got a pin behind it to pull it out when I switched it on. Once I got it out I gave it a good cleaning and a very light covering of oil which helped it to push out lens when switched on.
Hope this helps

Could be the batteries are under powered for your camera Art, happened to me also. I got Enigiser 2650 mAh recharage jobbies. Sorted it out.
