Crab/shrimp pot fishing

I was thinking of using one of those small pots to collect bait with while fishing like some have done on previous comments. Mainly hoping to catch shrimp/prawn, small fish for bait (eg blennies), that sort of stuff. New regulations have placed a closed season and catch limit but from reading it, it sounds like it applies only to fishing from a boat and only for certain species of crabs. I would be using this while shore fishing only.

Would anyone here know if the close season applies to using these pots from shore for the purpose of collecting bait, or is it a sort of blanket ban before the 1st of May?
