Help me clear this up

Can somebody clear this up for me please?

Is there any form of commercial fishing allowed for Bass in Ireland?

A conservation bye-law was implemeted which prohibited commercial fishing and a ban on the sale of bass. Anglers were allowed to fish with a bag limit and size control.
