Hard luck lad, Howth has been hit and miss, more miss than hit the last few years.
I find the Howth area usually fishes better on the flood.

I fish howth a lot. Fished it twice over last two weeks and had numerous dogfish some flats whiting wrasse. Rag and mackerel does the job everytime for me. Was there today rods in 8am straight into dogs kept us busy. Things went quite for a while wen a lobster boat came close to check his pods then followed a seal and some kids to jump into the water all in that exact order. I thought to myself will we ever get a brake.... No fish for a good while with all this going on. Patience runing thin we went to pack up then the m8 pulled in a nice chunky pan size flounder after quick discussion we decided to release the her for another day. Anyways . Low and slack water is crap. A nice 4.0 meter flooding tide is what u want. Ebb can be good sometimes but not half as productive as a 4 meter flood. Hope that helps you and chin up. Everone blanks at some stage specially when the trawlers have the big fish in there nets
