Do i have to be a member of a sea angling club to enter shore or boat competitions.

Yes if they are IFSA run competitions. While the majority of comps are IFSA comps there are some that are not:
Cork Small Boats Festival, Rosslare Small Boats, Diawa Pairs?, Winter Beach?, Wesport Festival....
