scary pollock? disease? bad weather?
my first thought would be some skipper filled his net with herring he didnt want and dumped them back, but then, i dont know where it happened and if they are allowed to trawl in the surrounding area, its just trawlers in uk waters has made me cynical

that's nothing. correct me if i'm wrong, but i think some of those palegic super trawllers out of peterhead in scotland can easily scoop 100 tons in a single haul

I'd say trawler dump as well 
bloody waste of good fish, I know pollock can be hungry, but to scare a massive shoal like that?!?! other possiblities whales or dolphins but they usually shoal the herring into what they call feed balls... so thats why Im sticking with a trawler dump

Smell of "High Grading" here.
From my limited understanding: Fish with roe on board are far more valuable. Often trawlers will discard fish that are less valuable because they are using up quota.
This could be a likely reason.

High grading is illegal in norway and rarely practised, although the herring shoals are so vast in norway i wouldnt be surprised if a whitefish trawler accidentally caught them. They may well have got stranded or any number of things could have happened to them.
As for the trawlers, most new european pelagic trawlers are limited at around 2000 ton fresh capacity and a 500 ton haul of herring would be standard in norway.
An annual quota off norway's coast is usually set at around 1,000,000 tons! so dont feel too bad!
