Either that angler is an extremely well developed 5 year old (premature stubble/beard growth ), or he suffers from a serious (lack of) growth disorder

No way that fish is only 25lb - more like 40lb

Rockhunter is spot on. Have a look at his hands/fingers especially on the left hand side of the photo. Hard to tell what size the fish is.

Camera angle/pose or not, that fish is waaaaaay bigger than the uk record I posted in my link , therefore waaaaaay bigger than 25lb IMHO.

Look at the size of the guys hand by comparison to the fishes anal fin, then compare the same on the next photo
