have used acrilic paints bought in an art shop, and covered them with yacht varnish! they will last a few months, depending how many hits they take.and you can get fluorescent acrilic paints as well.

the only way to coat leadheads properly is to use powder paint, the best is made by pro-tec and you can buy on e-bay, cabelas, janns netcraft etc.
hang the leadheads in the oven for about 5 mins at around 140c swirl in the powder to coat, and put back in the oven for a couple of mins then repeat. then turn the oven up to 170c and leave to cure for 15mins, then cool.
I usually put on 2 coats of white, and then 2 coats of my final colour.
