some people cut them up into small strips for scratching, but i prefare to use them whole mounted on a 2 or 3'0 hook. and sometimes mounted with a baiting neddle onto a small trible hook, great for pollock/seatrout/ray and the doddies love them, before i cast them i nip the head off to get a better scent off them....
as ole rab c said " see me' see the sea' i love the sea me"

Re: sand eels ?
have used eels filleted before to give a small neat bait but fiddly to do especialy if like me you have big hands. I use eels cut in half fishing for dogs, plenty of scent dripping out.only use whole eels for ray e.t.c.

Re: sand eels ?
they are good for bass, but Bass seem to put them off when guts are comming out of them i find going through the gills then missing the stomach then passing the hook through the tail and two passes of bait elastic, but if bass arnt the target perice the stomach and cut the head off round the gills to release the blood from the sandeel

Re: sand eels ?
I have found that a hook tipped with a small sliver of sandeel irresitable to dogfish especially in the summer. A half or a third of a small sandeel is enough. When fishing is slow I have tipped the hooks with sandeel and most times a few doggies have shown up.
As Fishermannum1 mentioned whole sandeel are great for pollock.
