Maybe it's just me being cynical, but I found that the quotes in that article by the EU spokespeople to be very much civilservice type doublespeak indeed.
Have another read of it, this time reading between the lines.
What, for instance, do you think they're saying if you want to go and catch a cod from the shore?
and extend that arguement to mackeral, it's a quota species too. As is whiting....

There was something else bugging me all day about that article but I couldn't quite put my finger on it. Finally figured it out.....
They say that 50% of the German cod quota is caught by German RSA. Talk about cherrypicking your statistics! How much of a percentage is caught by Irish RSA compared to the Irish commercial fleet, or by UK RSA as a percentage of the UK commercial fleet, or even by Spanish RSA as a percentage of the Spanish commercial quota?
A vanishingly small part of 1%, perhaps. If that.
The more I think about it, the more I wonder what's the driving force behind this measure. Is it some backdoor way to ban angling, thought up by some anti-bloodsport PETA-type extremist?
If only we could find out who first thought up this measure and got it to this stage of developement, we could then examine their motivations. Anyone got any idea how we could do this?

This came from the commission, not the parliament, so I guess European Commissioner for Maritime Affairs and Fisheries Joe Borg might be a good starting point.

Yeah, but I doubt if he thought it up all on his own. Who whispered in his ear, or proposed it, who told that person to propose it....you see what I mean. I doubt if they'd be forthcoming with the info.

My own reading of it is this is a rather hamfisted attempt to regulate some artisanal fishing and tuna "angling", particularly around the Med, where it is having an affect on stock levels.

I also wrote to John Gormley who passed the letter to .... Brendan Smith.

The letter I wrote to Chris Andrews TD ... he passed it to Brendan Smith... who has now passsed it to Eamon Ryan.
Doesn't sound like the Irish government had a clue about this this.

In some Member States our proposals in this regard have been misinterpreted alarming citizens that the Commission wants to start controlling millions of hobby anglers and impose quota restrictions on them. Let me make clear once and for all that the hobby angler who catches a few kilos of fish every time he goes out fishing and uses it for his private consumption, will not be covered by the control regulation, even if he catches fish like cod which is under a recovery plan.
There are however facts and figures in abundance that show that certain forms of so called recreational fishing have a dangerously considerable impact on certain vulnerable fish stock. We cannot just keep restricting severely professional fishing on those stocks but give the recreational fishermen a free ride.

Some clarification re definations may be needed now. As far as I'm concerned, i'm NOT a "hobby" angler. I'm a Recreational Sea Angler.
