Wind and Water color

Being new enough to sea angling can anyone help me in reading weather conditions better...
I live a bit of a spin from the sea so i would like to know
1. What type of wind favours coloured water (could be a very broad question but question number two is more important to me)
2. What type of wind will clear the water quickly.
I hope these questions make sense. :?
I know i've read something about this before but i've tried searches and can't seem to find answers...

Jim Hendrick has an article on the Irish Bass website that looks generally at wind and water clarity. The effect of wind direction will depend on location.
