By the size of it it's prob a greater pipe fish ,I've never seen a live one ,did find a dead one on a beach near dundrum a couple of years ago , heres a link to a guide http://www.marlin.ac.uk/species/Syngnathusacus.htm

I think Ronald is right (and who better to identify it!), I've hauled them up amongst some seaweed a couple of times, but can never claim to have hooked one yet. I'm sure I saw them bigger than that when I was out diving. They look just like weed until you see the fins beating....

Seen a lot of those lads in the stomachs of pollack when gutted.
