notice how they circled the green weed, dimpled the surface and some are bent into C shapes,, why?

Its probably the natural instinct of smaller fish to keep either near to or underneath objects like that....flies and other insects will land on those objects making food....also they don't show a silhouette against the surface of the water, so shielding them from deep predators.
I know that the Big Game boats fitted with Tuna Towers have someone up there looking for weed and other stuff floating around knowing it will hold small fish and the preditors after those fish and so on until Mr Marlin or Mr Sailfish comes along.
Thats what I would think the reason is anyways :)
