Looking at some of the posts on this thread I am beginning to regret my initial contribution.

So if you would indulge me I would like to say "
Don't bring high voltage near salt water". It is so far beyond stupid it is insane

. High voltage, low resistance makes for high current and

My initial plan was for low voltage, keeping me safe and the lugworm alive. The idea is to make the burrow uncomfortable for the worm forcing them to the surface. The only idea I saw from the thread that might be worth pursuing was to use a pulsed source, but keeping it low voltage.
Finally I just want to repeat
"DON'T BRING HIGH VOLTAGE NEAR THE SALT WATER" .
