In the masters fish are rounded down. As this is the premier competition then this rule is a must for all competitions. Sadly some province's and clubs seem to be a law onto themselfs. This must stop, and central council must lay down the law, which must be obeyed by all clubs.
I can see why a lot of clubs outside of munster want to mark up their fish. This an ego thing who would want to admitting the had caught a 20cm fish when it just made it past the 19cm line.

ah.. now that is the exception.. it has to pass the 20cm line (or what ever the minimum size is)to be counted...

I don't think it make much of a difference whether you round up or round down as long as everyone in the comp is doing the same thing, the only case where it could is where a fish is borderline as a counter or not.
Although this is certainly a grey area that could be cleared up very easily by the IFSA. Perhaps Brian (Cooke) can give us some definitive advice on this?
I like Stevecrow & Big Phil was of the school that anything that passes the line was rounded up, just the way I've seen it done in the few comps I've fished.
I cant see where the mix up is.....they use the Ian Golds measure in the world championships and the tac is....if the tail of the fish touches the line then it has made that size....so in effect if a fish is just on the line at 20cm then it could be 20.5cm or more, but you still only get 20cm....what other way could it be done.....to give that fish 21cm would be wrong..would it not ? because it never made the 21cm line.
well, just to clarify, the way we do it is this, the fish must touch the 20cm line to count. if it touches the line but does not go beyond the line, you get 20. if it goes beyond the 20cm line but doesnt reach the 21cm line, you get 21.
as has been said, as everyone is using the same system in the one competition either way, it is fair enough whether it goes up, or down.

well, something for the ifsa agm or central council to decide for everyone! that will make it easier for all and no misunderstandings as a guideline / rule for all.
presently nothing is set in stone.
also if the minimum sizes are to be regulated across the board they need to be realistic for everyone, and if it was to be the same as the masters this year - ie 20cm for everything, irregardless of the species and 1 point per cm it should work quite well across the board, but at 20cm a minimum hook size is a must as far as i would be concerned.

not all ifsa comps N&G, just most clubs in ulster now use it i think so no one gets confused when they go to an open, and to keep it as a certain standard for catch and release comps up here i think...

There is no formal IFSA ruling that I am aware of that covers this specifically as measure and release events are not mandatory.
In leinster, the Leinster League rules are that fish are rounded down. Clubs running opens outside of the Leinster League can adopt their own interpretation.
The biggest arguement for rounding down is the acceptance of a minimum size i.e. if the minimum size is specified as 20cm, then a 19.5 fish should not count.
There's no argument in rounding down....if min size is 20cm then sizes start from there...it must be on the 20cm line or over to make size...a 20.5cm fish is 20cm....who allows a 19.5cm fish to make size by classing it as 20cm if 20cm is the min ? surely not :shock:
If its not measure and release then the law of the land decides the min size does it not.
yep, fish must be at least 20cm to count, its after that that they are rounded up with us, 19.5 fish do not count, nor does a 19.9cm fish. it would be good i believe for the ifsa to make all competitions catch measure and release mandatory, set an island wide measurement system and sizes, then that leaves no one in any doubt wherever they travel.
