Fishing at Dundrum co/down

If your fishing the tidal stretch of the river and beach around the bridge at keel point do you need a licence or club ticket? Or where is the cut off point?
From looking online it seems the Moneycarragh is club controlled but I dont want to fish the river. Just from the bridge at keel point then out around the beach. Cheers
