Sizing of photos jpegs

I am trying to upload a photo for angling report but the pic is over the allowable size limit.
Is there a way of reducing this to enable me to upload?

If you have a smart phone upload it via tapatalk. I found it works every time 4 me. Every time I done it from the laptop I had to resize.
