how do i resize pictures

hey all how do i resize pictures i keep getting this error
The file is too big, maximum allowed size is 2 MiB.
Your message contains too few characters.
life tastes better through a pineapple

speices 2011 whiting ,flounder, cod , coalie,,shore rockling , LsD,pollock,mack ,dab turbot sea trout ,bull huss ,3 rockling , wrasse

egg and my face were in alignment
