in my days of coarse fishing at newferry had the same problem, used the same method to put them off, ......only thing was we replaced the groundbait with handfuls of gravel in the catty's!!!!!!
that way, trust me they didnt have to come nback for second helpings!
Not the BigPhil from Irish Angler mag, I'm the original, i swear!!!!

Dont know about catapults... but below was a recent experiment on East Strand ...seemed to do the trick :D

few years ago one of those prople called the garda down to the slip way where i was fishing (been there hours by this stage) to get me moved off so he could launch his ski... garda came down saw him and asked me how the fishing was and then walked away....

sometimes the law is good...
