Does anybody have any tips on how to stop the brakes on a boat trailer seizing?

Hi Jim,
I bought a boat secondhand a few years ago and the brakes had been taken out because they had seized. I asked several mates about this and they said that the brakes on their trailers had also seized and had been removed. This leaves only the cables, with the shoes inside the hubs removed.
I figure that this is not a good idea. I have just bought a new boat and would like to take any measures possible to stop this happening. I figure that it is safer to have the brakes operational.
How can I stop the sea water from seizing the shoes and whatever mechanism moves them inside the hub?
