Barring a telegraph pole most rods will bounce to some degree in strong winds, lower it and have it in line with the wind direction may help, but if it's rough a heavier lead might keep things more stable? A big stiff tip might not move as much but bite detection will suffer, I only find a stiff tip useful for long range.
